The RM76,200 Gap Isn’t the Whole Story: Buying a CBU Tesla or CKD Proton EV in Malaysia After 1 July 2026
If you are comparing a new imported EV with a locally assembled model in Malaysia, the first question is not “How much tax is the government adding?” The better question is: what exactly is included in each dated quotation, and which policy status applies to that vehicle’s import or assembly history?
As of 24 August 2026, MITI says the special exemption for new CBU (Completely Built-Up) EV imports ended on 31 December 2025. From 1 July 2026, new CBU EV imports under the relevant AP framework must meet a minimum RM200,000 CIF value and a minimum motor output of 180 kW. MITI also says eligible existing stock, stock at ports, and stock in transit may be sold under the previous special-exemption terms until exhausted. That is a policy filter and timing issue—not a universal percentage surcharge applied to every EV already advertised.
For a practical comparison, this article uses two public official prices retrieved on 24 August 2026: Tesla’s Malaysian Model 3 inventory and Proton’s 2026 locally produced e.MAS 7 Prime. The example is desk research, not a signed dealer quotation or a road test. Use it to interrogate a dealer’s paperwork, not as a promise of final purchase cost.
What changed, and what did not
MITI’s 6 May 2026 notice says the four-year special exemption for EVs imported as CBU ended on 31 December 2025. It allows remaining stock—including vehicles already in transit—to be sold under the previous terms until the stock is gone. For imports from 1 July 2026, the notice sets the RM200,000 minimum CIF and 180 kW minimum motor-output conditions.
That wording matters. CIF is the vehicle’s cost, insurance, and freight value for import purposes; it is not the same number as a Malaysian showroom price. A retail price below RM200,000 therefore does not prove that a model fails the condition, and a retail price above RM200,000 does not prove that it passes. Ask for the unit’s import date, VIN, origin, and written confirmation of AP and tax treatment.
The separate AP MRA EV guideline effective 1 January 2026 supports market-research and pre-local-assembly imports; it is not a blanket consumer discount. MITI says the scheme runs to 31 December 2030 and that CKD EV tax exemptions extend to 31 December 2027, subject to the applicable rules.
The comparison: one CBU example and one CKD example
Tesla’s Malaysia support FAQ classifies all Tesla vehicles as imported CBU EVs. Tesla’s current Malaysian Model 3 inventory page showed a Model 3 Premium Rear-Wheel Drive at RM176,000 on the date checked. The same inventory entry identifies a 2026 vehicle and shows a 534 km estimated range; Tesla’s model page lists a four-year/80,000 km basic warranty and an eight-year/160,000 km battery and drive-unit warranty for the rear-wheel-drive Model 3.
Proton’s official January 2026 release describes the 2026 e.MAS 7 as locally produced. Its official model page listed the Prime at RM99,800 on-the-road without insurance, with a RM4,000 Welcome Benefit, and the Premium at RM115,800 on the same stated basis. The release describes a six-year unlimited-mileage vehicle warranty and an eight-year/160,000 km high-voltage battery and component warranty. The Welcome Benefit—including the complimentary 7 kW charger—is time-limited and subject to its terms.
The arithmetic produces a RM76,200 vehicle-price gap (RM176,000 minus RM99,800). It does not mean the Tesla is RM76,200 more expensive to register, insure, or operate: Tesla’s figure is a vehicle price, while Proton’s is OTR without insurance. This is a policy-and-quotation example, not a like-for-like product verdict.

Copy this table into a spreadsheet and require the dealer or insurer to fill every “confirm” line. Do not sign based on a single monthly-payment number.

On those deliberately incomplete but comparable lines, the known subtotal difference is RM79,080 if the Tesla wall connector is added and the Proton charger benefit is genuinely included. That is not a final on-the-road comparison: insurance, LKM, installation, financing interest, accessories, and any dealer adjustment still have to be inserted.
Five questions to put in writing before booking
- Which unit is this? Request the VIN, model year, country of origin, current location, and whether it is stock, at port, or in transit.
- What does “price” mean? Get vehicle price or OTR basis, registration, number plate, handling, documentation, and every fee itemised.
- What is the tax basis? Ask the authorised importer to state whether the vehicle falls under previous-stock treatment or post-1 July 2026 CBU conditions. Do not infer CIF from retail price.
- What happens to the promotion? Record expiry, eligible booking/delivery date, charger model, installation exclusions, trade-in conditions, and cash-equivalent terms.
- What are the ownership totals? Check warranty exclusions and authorised support, then compare insurance, LKM, deposit, interest rate, tenure, early settlement, and total repayment—not only the instalment.
The Ministry of Transport and JPJ publish the current LKM guidance, including a separate electric-vehicle calculation guide. Use the exact registered vehicle and region when checking road tax; Peninsular Malaysia, Sabah, and Sarawak can have different schedules.
The decision in plain English
Choose the e.MAS 7 quotation if the lower entry cost, local assembly, included charger promotion, and longer vehicle warranty fit your budget—and only after confirming the promotion and installation cost. Consider the Tesla Model 3 if its driving format, charging network, range, and equipment justify the larger outlay, but ask the authorised seller to document its CBU stock/import status under the 2026 rules.
Neither model should be described as “tax-free” from a generic internet price. The honest comparison is a dated worksheet where insurance, LKM, charger installation, finance, warranty terms, and policy status are visible. If a salesperson will not itemise those lines, treat the quotation as incomplete and keep shopping.
